Most multinational car hire companies charge a young driver surcharge if you are under 25 years old, sometimes as much as 10-15 euros per rental day !! most car hire companies are indeed reluctant to rent a car when you do not have a minimum of one year driving experience (and a minimum age of 21 years, in many cases and depending on the vehicle type even up to 25 years).
